If you don't want the features that Raytracing offers, you're better off with the GTX 1660 Super.
But if you just look for an intermidiate-term card until RTX 3000 Series/ RDNA 2 is released, there are capable cards for a cheap price out there, particularly if you look at a seconhand market. A graphicscard like a GTX 1060 6GB or a GTX 1070 offer a good 1080p experience.
But for mid-range graphics card, AMD graphics card might be slightly more attractive.
For an intermidiate-term card, the performance of a RX580 8GB or the RX 5500 XT will be sufficient.
If you're willing to spend up to 300$ (and a bit more), the RX 5700 is the most attractive card available at this price point. It's faster than the RTX 2060 and offers an insane OC headroom (exploitet by STTP).
I have one myself and my card is able to achieve RX 5700 XT Stock performance. That's comparable to the performance of a RTX 2070 Super.
