Copy the entire oblivion folder to a separate hard drive. Once you reinstall copy it back to your Steamapps/Common folder and hit reinstall, it'll verify that the game is there and you can play again.

Steam might actually overwrite some of your mod files, so if the game breaks it's on you.

Oblivion backs up your saves to Steam cloud meaning that they will download when you reinstall the game.

If you have any mods that have replaced any of the default game files (for example a retexture of an existing item), you can download the whole game again on your new PC and then paste over it with the backed up Oblivion folder. Otherwise just do what Raisins said - it's faster and saves bandwidth.
