Is it the same both in an inside and outside cell ?
i can move in game and can see the redical direction weapon equiped, spell equipped time of day and the rest of teh screen is light blue ...
Could this be a resolution issue??? I think that is how it started but am not for sure
ya it does that to some computers lol :D
To play with HDR and all the rest ON as usual on modern Windows 10 + modern nVidia cards you might need to overwrite your current shader.
I've had the same issue trying Oblivion today after a long time: light blue screen but visible hud in game.
It's a wrong shader issue.
Here is how to solve it:
- open "...\Documents\My Games\Oblivion\RendererInfo.txt" and annotate "Shader Package: <n>"
- overwrite "...Oblivion\Data\Shaders\shaderpackage0<n>.sdp" with another shaderpackage, f.e. shaderpackage013.sdp or 019...

My "...\Documents\My Games\Oblivion\RendererInfo.txt" Shader Package was "2". I've overwritten "...Oblivion\Data\Shaders\shaderpackage002.sdp" with "...Oblivion\Data\Shaders\shaderpackage013.sdp"
