If you do it manually, then you quite simply just extract the contents of the 7zip file to your Oblivion folder (which on Steam is normally C: > Program Files(x86) > steam > steamapps > common > Oblivion).
UOP does not require the script editor (OBSE) to run and Wrye Bash isn't a mod it's a instalation tool (my favourite as it goes).
I can't think why you are having the problems that you are having, you could check your load order, or maybe simply dissable the plugin from the Data Files in the launcher after you have passed the broken part of the quest that you are doing.
The load order was fine, first Oblivion then UOP and then everything else. Deleting Oblivion.ini helped a lot with some CTD. Today, I tried to make it work and finally managed it with the QTP3 mod.
Oblivion > UOP > QTP3 > QTP3-UOP compatibility > OBMM Archive Invalidation > USIP > UOMP > OBMM Archive Invalidation (useless but just in case) > OBMM to activate & order the lot.
Now, Oblivion is beautiful and without stutter or CTD. Saddly, I cannot jump 50 feet at once anymore ;-)
