Magic is easy to level up, but only if you use a spellmaking altar to create custom spells with a low magicka cost so you can spam spells. If you hold the block key while casting spells, your spell casting speed increases and your skill up rate will be faster too, but you have to have a shield equipped.

I usually play as a warrior/conjurer using a custom class. I like using weapons as a warrior and like conjuration so I can have a summon help me out and distract my enemies. If you raise conjuration quickly your summon will be very powerful.

Destruction can be powerful at higher levels, but it is a little tedious to level up. I usually make a weak disintegration spell to spam on myself to raise the skill and armorer at the same time.

how do you find a spellmaking altar and what is it how do use it

There are two options.

If you have the Wizard's Tower DLC, the quickest way is to earn enough gold to buy one magetellow candle from Aurelinwae at the Mystic Emporium in the Imperial City Market District. Somewhere around 3000 gold. Take it to Frostcrag Spire and use it on the spellmaking altar and you will have access to make your own spells. Be careful not to use the candle on the altar of enchanting.

The cheaper way is to join the Mages Guild, then you have to do a recommendation quest for the Mages Guild in each city which requires you to complete a small task. Once you obtain all the recommendations necessary, you speak to Raminus Polus in the Arcane University and you will be granted full access to the Arcane University. The spellmaking altars are in one of the buildings.

The spellmaking altar allows you to create your own custom spells. You can create several effects in one spell or create weak spells for training purposes by paying a small fee depending on the quality of the spell. The magnitude of the spell is limited by your skill.

Create a spell for each school of magic with the lowest magicka cost.

For instance, for conjuration create a spell of Bound Helmet for 1 second on self. Then when you want to train conjuration simply use the custom spell and spam it over and over again.

You have to have learned a spell with the appropriate effect before it will show up in the spellmaking altar list.

I suggest you make a custom spell that boosts your personality and mercantile skill to 100 from whatever your base stats are with a 2 second duration then use the spell whenever you buy or sell items. You will get the best deals and sell your items for alot more than you normally would.

In order to make the spell you must visit the Warrior Stone SE of Skingrad at night and learn the Warcry greater power.
