First go to Cambridge Camp and start the Goblin War quest. Then go to the first cave and grab the Goblin Totem Staff. You can find two of them if you want both, but it can be dangerous. The first one is easy to find and is usually unguarded.
If you don't care about murder and are ok with initiating the Dark Brotherhood questline just kill her with the staff. If you have trouble killing her, you can jump up on a ledge somewhere in the Umbra room using the upper railing and just shoot down on her. It can be a little tricky.
This part is optional if you want to avoid murder, go to Harcane Grove and grab the Unicorn. Park him outside Vindasel and go attack Umbra using the Staff. You have to enter VIndasel quickly as you dismount because the Unicorn will start walking back to Harcane Grove.
Umbra is very fast, try to keep ahead of her by running backwards while wearing her down. You must get her as low on health as possible without killing her before you exit Vindasel so that the Unicorn will attack her and finish her off for you. Since the Unicorn kills her you won't be charged with murder.
Make sure that before you exit you put the staff away or the Unicorn will attack you instead. If Umbra happens to kill the Unicorn reload your save until it wins. If at anytime you pull out a weapon the unicorn will attack you so be careful.
If you choose this option make sure you save your game because Umbra is tough and might still win. You might need to reload a few times.
Or you could just give it Clavicus Vile the helmet is really strong, also buying repair hammers can save you a bit of money even if you don't have the skill.
But yeah when I have used that method I am usually a warrior or something that has armorer, and in most situations I want the challenge of overcoming this foe toe to toe (or nearly).
In general if my character uses weapons or armor of any type I have them develop Armorer as it saves so much money in the end.
Sounds like something is eating your gold, I usually have so much that there is nothing that I can't buy (without focusing on Mercantile or any personality based skill), in fact what I usually get is so exessive that I usually stop collecting any items after a point.
The easiest and safest way to kill her at such a low level is to spam her using the Goblin Totem Staff by standing on a pillar or other elevated surface.
If you take her outside there are some rocks to the immediate right you can climb and safely spam her with the staff until she dies.
You can also kill her by kiting her outside and continuing to fire at her with the staff while you run backwards, but since her speed is so high there is a good chance she will kill you.
If you are a higher level, around 15 you can take her to Fort Virtue and run all the way inside to the closed gate with a lever. There is a ledge with a torch across from the bridge that you can jump on which will make it nearly impossible for her to hit you although sometimes she will manage to jump off the stairway and get you.
If enough enemies were trained to that spot they will eventually turn on her and can sometimes kill her or get her weak enough that you can do it yourself. Of course you can help them kill her from above using a staff to weaken her.
I recorded a few videos, although I never uploaded them, of Umbra vs the Zombie Apocalypse. I thought some of the footage was kind of funny although there are only two zombies and some skeletons.
If you want to kill Umbra without resorting to glitches or exploits as a low level character, a good way is to do the quests Seperated at Birth, Legacy Lost, and ultimately Sins of the Father which will reward you with the Honorblade of Chorrol.
The Sword is especially strong at early levels and is nearly as strong as Umbra, until your skill level gets high enough for Umbra to distance itself in power. You have to be patient since you have to wait 2 days before you can get the Sins of the Father quest after completing legacy lost. It is why I always do those quests shortly after starting the game, so you gain access to the sword quest as soon as possible.
Having both the Honorbalde of Chorrol and Umbra is nice since they are both quest items and weightless.
Once you have the sword you can use it to zerg down Umbra.
lol I will try. The videos are old, recorded before I started using the Goblin Staff or Unicorn to kill her. The videos were made with me using 100% chameleon though so she would focus on the undead and make the video more entertaining.

This it not really a video on how to kill Umbra though, since I used 100% chameleon. It was recorded just to show her fighting off several enemies at a time since obviously I could have just killed her myself while invisible.
I'm not sure what resolution I recorded the video, but it didn't seem to format very well on youtube. I might have to re upload it once I figure out what I did wrong.
jk
But forreal here's how I did it:
(For this way you'll need high acrobatics or the Boots of Springheel Jack, and possibly the Gray Cowl so that it does not count for murder)
I just told Clavicus I am not bringing him the sword and finished the quest.
I went back to Umbra
I put on the Gray Cowl
I smacked her with a sword
I ran up the stairs and across the poison trap
I jumped on the pillar where the Welkynd stone was
I took off the Gray Cowl and waited
She finally dies and I do not have a murder in the stat sheet, have a weightless Umbra, and the quest is marked as complete.
