Can I run Oblivion even though the only requirement I fail is the processor?
My laptop has 4GB RAM and 1786 MB of video memory that I'm sure supports the latest DirectX. The only problem is that I have 1.100 GHz Intel Celeron 847 Processor. Is it still possible for me to play this game despite the 2 GHz Pentium 4 requirement?

The processor speed is for playability. Just try it.

If they listed a certain instruction set like SSE etc, if you're using something weird then you have to worry. Just try it. It doesn't work uninstall it.

Can you play any similar games? If they work great.

I don't really want to spend $20 or $30 just to test something out.

According to
http://www.cpubenchmark.net/cpu.php?cpu=Intel+Celeron+847+%40+1.10GHz
and
http://www.cpubenchmark.net/cpu.php?cpu=Intel+Pentium+4+2.00GHz&id=1064
your CPU is much faster than the P4.
http://cpuboss.com/cpu/Intel-Celeron-847
tells me it supports all relevant extensions like MMX, SSE(2/3/4..)
I'd say this game runs on your setup.
