If not, I will say this without any other information.
Simply un-installing and re-installing Oblivion does not clean the registry, the same as simply dissabling a mod and deleting it does not clear it from the registry (most but not all).
I'm sorry I can't be of much hwlp now as I am drunk (I think), still, here is a link to help you
clean install Oblivion[wiki.tesnexus.com] for now.

Remove the mods, then verify the game cache.

Nope, 32 bit. Should I still remove the mods? And when you say remove, do you mean delete as opposed to just uninstall? I uninstalled all of them before uninstalling the game, but did not delete them.
the problem was my Oblivion.exe desktop shortcut all along- I didn't even have to do all those stupid uninstall/reinstalls. I'll just have to open it from the folder from now on (actually now opening it via the OBSE exe from the folder--starting to get the hang of these mods and utilities!).
