Oblivion Frostcrag Spire Glitch

I just bought the best edition of this game but Frostcrag Spire is not there, I didnt recieve the deed when I came out of the sewers. I went to Frostcrag Spire and theres only a flagpole and a dead body where its supposed to be.

Anyone have any ideas how to fix this?

Did you get the GOTY Deluxe version or just the GOTY version because I don't think the GOTY version has that DLC and doesn't have several others.

Launch the game and select data files. Make sure that the Wizards Tower is installed by checking the box.

If the box is checked, you can try unchecking it and then play the game, save and exit then recheck the box and restart the game and redload the save.

If you don't see Wizards Tower in the list then i'm afraid you have chosen versions poorly. If that is the case you can try contacting Steam Support and see if they can upgrade your purchase otherwise you may be out of luck.

a flagpole as in literally a flag on a pole or as in a gigantic exclamation mark in a square? also dlc deluxe edition or goty?

Its just a little pole sticking out of the ground, a dead skeleton and some boxes and some cabbage. I think I may have bought the wrong copy because mine came with Fallout 3 New Vegas GOTY

I wonder if there is a way to replace the .Ini file of the PC version with the Steam .Ini file and it actually run like normal? Now I just have to locate the full file...

By the way is there still a way to dupe items with all the patches in the GOTY edition?

I would like to have more than 1 Azura's Star ;)

yes you can still dupe items.

Kill someone and place the item you want to duplicate in their body.
Use the Staff of Worms to resurrect them.
Give it a second or two and use the Skull of Corruption on the npc you reanimated.
Quickly kill the Clone you made before the original dies.
The moment the clone dies save the game and reload.
Before the clones body disappears, examine the body and take the duplicated items, but Do Not take any items that say name missing.
Retrieve your original items from the corpse you placed them in.

I like duplicating the Gray Cowl of Nocturnal because the duplicated item doesn't have the script of the original so you can wear it anywhere. The original will still work right though.

I duplicated 8 Azure's Stars, but I havent checked to see if having more than one works correctly yet.
