edit: just started it up to check the data files... they weren't on apparently, so I checked them, started up the game and it's working. Can't believe it was that simple, I feel like such an idiot XD

For some reason some of SI content is included in Oblivion esm in GOTY version, hence the door and the quest are tecnhically there, but all data is missing.
How can you play a Bethesda game without checking data files first? That's 40 IQ.
