Report a translation problem
Even using the console to auto complete that part of the quest caused it to crash. So I had to load a previous save and it fixed the problem.
I also had a crashing problem everytime I rode close to Fort Sutch one time.
For whatever reason the game decides to pick an area or npc and crash the game for no reason and the only way to fix it is to reload from a previous save and try again. Perhaps it's a scripting issue within the game, but I couldn't say for sure.
Try reloading previous saves and see if that fixes the problem. You may have to start over again if you didn't save the game often and have access to multiple save points.
Enter this command into console.
player.moveto 1c462
This will transfer you to the location of the Beggar in the Imperial City Market District. You will be in the city and not outside so maybe it will work. Then you can try leaving that zone or from the other zones within the Imperial City.
