Report a translation problem
Raise his disposition by using the speechcraft minigame or like the previous poster suggested in not so clear wording, use a charm spell on him or bribe him using gold.
Some NPC's require a disposition of 60 or higher before they will talk to you further.
Is the quest arrow pointing to him? Did you already talk to people in Anvil that tell you he is in the Imperial City?
Did you get the skeleton hand and the scrap from Lorgen's Diary from the broken jar? You have to have them with you in order to convince him to go with you.
Sometimes the hand doesn't appear with the note which messes up the quest.
If you have those items and are still having trouble you can always try console commands to advance the quest to the next stage.
What does the last entry say in your journal about the quest?
