Why can't I get the Ultimate Heist quest on Oblivion?
So right now I'm really stuck. I just finished the Boots of Springheel Jak quest and with 1800 gold already fenced. I assumed, like every other time, that the messenger would just come up to me and give the next quest. But this time, he hasn't. And the weird part is that I still have the quest "Independent Thievery", the quest that requires you to fence a certain amount of gold (1000 gold to be exact). How can I fix this? I've tried things like fence to the new guy, get arrested, and restart the game.

You could have fenced to much at one time and glitched the quests if that is possible. I usually only fence items after receiving each quest and try to not exceed what is needed for the following quest. I'm not sure if that might have caused your problem.

There are also a few glitches that can happen during that quest that will break the questline.

Don't steal the Boots before the quest.

Don't discuss the diary with the Gray Fox until after finishing the quest.

Don't give him the boots if you killed anyone and have a blood price. Pay the blood price first.

Try returning to the house the Grayfox was in and zone a few times to see if you get the quest update.

Also you can try using console to complete the quest.

Type setstage TG10Boots 50 in the command line.

I just did this quest last night and made a few errors that didn't cause to much of an issue.

I didn't do the diary part right so I was unable to discuss it with the Gray Fox at all. It didn't affect me to much though, but I would have prefered to be able to hear what he said.

I also used the Ring of Disrobing to exploit the boots before I turned them in to get the Acrobatics 50 permanently on my character, which prevented me from being able to equip them later during the Ultimate Heist. It didn't prevent me from completing the quest, but now the boots are stuck in my inventory as a permanent quest item that I can't equip. Not a big deal really since you can remove or get rid of the boots using console.

I also completed the Dark Brotherhood quests last night and almost screwed one up by leaving an Ogre alive inside a house. I used the Ogre to murder some woman and her dog so to not get charged with murder personally, not knowing that I would have to return to the house later for another quest. Luckily I was able to rush in and talk to the NPC before the Ogre attacked me which would have caused the npcs to all attack the ogre and prevent me from updating the quest as intended. I had to reload a few times.

Also you can try using console to complete the quest.

Type setstage TG10Boots 50 in the command line.

Incase some kind of glitch prevented you from fully completing the quest that command should complete it. If you did complete the quest the command will do nothing. If the problem lies somewhere else using the command will allow you to rule that problem out.

Your problem could also be with the delivery person being stuck somehow and might have to wait a day for them to get free.

Also Amusei won't seek you out in the Elven Gardens, jail, or the Dark Brotherhood sanctuary.

Actually, my problem is that even though I fenced the required amount of gold, that stage hasn't been comepleted. I used the command (setstage TGStolengoods 115) for the Independent Thievery quest, I set it to 115 (the stage after completing the 1000 gold). I'm not sure why, but Amusei didn't deliver the message. Know of any way to make him do so?

Enter these commands into console.

prid 34a7
moveto player

You can probably do it anywhere, but it is probably safer to do so while in the Imperial CIty or Waterfront District so he doesn't have to travel far to get back to where he belongs. He usually stands around in the Waterfront District right next to the Garden of Dareloth and near the House you buy if you want to seek him out and try talking to him first.

Well I did it, but he doesn't have the "Message" option when I talk to him.

Well then i'm not sure how to fix it without being able to try things out myself. Either you will have to reload a previous save and redo the mission or continue messing with things until you get it to work.

Maybe you could upload your game save to mediafire or something and I can see if I can figure it out. Give me a link. Since we already tried several possible fixes, i'm not sure what else can be done short of reloading a previous save, but i'll see what I can do if you upload a save. Hopefully you're not running a bunch of mods and your save is compatible.

Ok I tried your save and no matter what I did I could not advance the quest and get Amusei to deliver the message. Something must be messed up.

I believe it might have to do with the fact that you fenced so much. You have 3000 fenced and the quest only requires 1000 so it may have caused a problem within the game, but I can't say for certain.

Even though your quest log says you have fenced 1000 the game still allows me to use the following command.

setstage tgstolengoods 115

This command is to complete fencing 1000 worth in stolen items. The command shouldn't work since you already completed it, but for some reason it allows me to use the command. Despite the command working, Amusei will still not deliver the message to meet with the Gray Fox.

I waited for several hours and he never came. Maybe waiting longer like a full 24 hours might allow it to fix itself, but I can't say for certain.

So I used the command to force the game to start the Ultimate Heist which gies me the message from Amusei. Here is the command.

setstage tg11Heist 10

This command delivers the message from Amusei, but is not without its own problems. For some reason the command advances the quest farther than it should. It should advance the quest to where you need to be, but for some reason it totally bypasses talking to the Gray Fox and starts you on your objective.

The problem is that it skips talking to the Gray Fox which leads to him giving you the items you need to complete the quest. So you do not get the items you need.

So in order to get things back on track, I suggest entering the following commands using console in this order.

setstage tgstolengoods 115
setstage tg11Heist 10
setstage tg11Heist 30

Make sure to click on continue after receiving the quest update from each command before entering the next command..

These commands should complete the 1000 fenced, than receive the message from Amusei, and receive the items from the Gray Fox to begin the quest. That is as far as I tried so save your game before entering the commands and try completing the quest.

Unfortunately there is no way to do it normally, so you will miss out on meeting the Gray fox in the house where he lays out the plan for the heist and gives you the items needed to complete the quest.

No problem.

Just a heads up as I was trying to advance in the quest on your save. It seems that you are able to bypass the entire Old Way route and not have to use the arrow to gain entry. This makes the quest far easier than it should be and I don't know if that was intended or a result of using console.

For whatever reason the quest arrow shows the easy route and won't direct you to the old way which makes the quest much longer and more difficult. It's up to you if you want to use the easy way or try to complete the quest as intended. However without the proper quest arrows, doing it this will will be more difficult than normal.

In order to do the quest as intended.

First sneak into the Palace Basement and activate the glass of time.

Then enter the sewer entrance from the Arboretum which leads you to the old way.

This path is much more difficult as you will encounter undead and vampires along the way and might get horribly lost without the quest arrows to guide you to the spot where you use the arrow to gain proper entry to the library.

Could never fix it on mine. There are two Amusei's in waterfront, none will talk to me. They just talk to each other. So I stole the cowl off of Gray Fox because screw that guy, he has bad messengers.
