Drain Health 15pts for 6 sec ?
Means:

A) Drain Health 15pts per seconds, for 6 seconds in a row, ie drain 15 x 6 = 90 points of health?

or

B) Drain Health 15pts, OVER a period of 6 seconds, ie taking as much as 6 seconds to drain 15 points of health?

My understanding of it is:

C) Drain Health 15 points for a total of 6 seconds. This means 15 points are drained immediately, but that drainage lasts only 6 seconds. Afterwards, the opponent will get back that 15 points after 6 seconds if he/she is still alive.

There is a big difference between drain health and damage health, drain is a curse, damage acts as an attack.

Shatter is correct. After putting 300+ hours into Oblivion i have learned to just not use drain health.

So essentially Drain anything is useless? I should be looking for weapons with "damage" instead, sounds like.

Well Drain Health can be useful if you can kill them before the effect expires, but 15 points for 6 seconds doesn't seem very useful unless you sneak attack them. It could help you kill them in one hit with the sneak attack damage or make them closer to death for your next attack.

A drain health spell can be very useful if you combine it with either a custom elemental damage spell or use the spell after a sneak attack to finish them off.

At level 25 Destruction you can make a custom Touch of Death spell with drain health 100 for 1 second and Fire damage 18 pts on Touch. By itself it can be very lethal at low levels or can be a powerful tool when combined with sneak attacks.

I'm almost at 25 Destruction now. I guess this custom spell will have to be created at the University? If so, I will have to gain access to the university first.

If you have the GOTY Deluxe edition, you also have Frostcrag Spire, which has an upgrade that gives you access to a spellmaking altar. When you exited the sewers, a bunch of DLCs give you quests. If you see one called Frostcrag Spire then you are good.

Yeah I don't have the Delux version (should've bought it), so I'd have to gain access to the University.

This only helps if you are not in full 100% health right? Or would it add more health to you, even if you are at 100%?

Spellcrafting, drain health 100 pts in 1 second.
Enchanting, drain health 100 pts in 1 second.

This means no matter how many health remaining, it would KILL a target under that amount of health.

Want to make it more OP?
Combine drain health and soul trap for 1 second on a highly powerful bow or weapon.

The only thing that costs a lot of magicka regardless of the duration is absorb health, which scales further up the higher skill you are at. Absorb health damages enemies and gives it to you.

Potion making is another powerful skill to master where you can craft super strong poison to pair with your drain health and soul trap bow... LOL!

Ya, It is extremely easy to make yourself OP as all get out using potions/enchanting. If you think its bad in oblivion, morrowind will make you piss yourself!

Absorb health does damage regardless of the casters health, but it doesn't return any if health is full.
