Are you referring to the health stat of the weapon ? If so, that's what repair hammers are for, or get them fixed at an armourers.
For re-charging magical weapons, your best bet is to learn the "Soul Trap" spell and stock up on Soul Gems.
I'm not sure that I have understood your question right, so sorry if my answer isn't of any help to you.
I'm still very new to this game, hence these unintelligent questions.
You are right, the "use" I see are probably only on magical items. I understand about the number of "charges" (usually numbers). I also understand that these items could be charged with the means a soul stone or at mages. What I do not understand is the number of "uses" ?
Dexter, are you saying that:
Uses = number of times the weaon PHYSICALLY landed on the enemy
Charges = number of times a "spell" could be casted by the weapon?
What the player needs to know is how many uses does the magical weapons has, because seeing "this weapon no longer has enough charges to function" is rather annoying during combat. Especially when charges do not affect the base damage
Check out those Aylied Ruins, most of them will have those Varla Stones so you can recharge those magical weapons without having to go back into the city.
Hint: Carry a few magical weapons at the same time, and do not use the Varla Stone until all your weapons need recharged.
BTW, do not confuse the Varla Stones with Welkynd Stones. Varla Stones are much larger and are usually kept in a cage that you have to find a button to open.
