In some cases there isn't any "download with manager" button. That usually means that there is another installation process you need to follow. So, once again, check the description for installation instructions.
Oblivion Script Extender (OBSE for short) can be downloaded here: http://obse.silverlock.org/
It basically allows mod authors to do things with the toolset that they otherwise wouldn't be able to do. Of course, this means that you as a user also need it installed in order for it to work.
OBSE isn't always required, but if you ever come across a mod that you want to install, it might list OBSE as required - and then you obviously need this installed before you get the mod, in order for it to work properly.
As for the installation, check the readme. You just need to drag and drop some of the files according to the instructions.
If you only have the one HDD and / or it isn't particianed, then you may want to set up a folder outside of C: > Program files for either (or both) NMM and Wrye Bash.
The default instal location for Steam Oblivion is C: Program Files(x86) > Steam > steamapps > common > Oblivion
You may need to know that to install certain mods as will require you to access the data folder.
Also you may want to look into installing the Oblivion Graphics Extender[oblivion.nexusmods.com] if you install the script editor.

Why didn't you just start a new thread to ask your question? There's no point in dragging up a four year old thread just for that.
It appears that OBGE is no longer being developed now acording to the OBGE Oblivion Nexsus page [www.nexusmods.com].
