No oblivion gates
i decided to ditch the main quest and then desided to explore the main world. and everywhere i look theres no oblivion gates. what is this witchcraft?

The gates don't start appearing until you complete Find the Heir. Well, except for the one in Kvatch, obviously.

yeah they spawn in several predefined spots around tamriel, its almost always random however several always spawn in the same place, like kvatch.

And you should avoid advancing the main quest that far 'til level 17, unless you want less powerful sigil stones, of course. :) (Damn you, Inner Min/Maxer!)
