Fort Nikel glitch or bug?

Okay, I remember playing vanilla Oblivion years ago and visiting Fort Nikel, waltzing in and overhearing some Bandits and Maurauders arguing and then fighting each other.
Now, I play Steams version of Oblivion and I go to Fort Nikel to get some free gear and loot to sell but now, the two groups dont argue or fight.
They just stand there facing each other. Has this happened to anyone else?

I'm not sure but I have always had to get close to one of the groups. Either run around above them from either side so they hear you or shoot someone with your bow from that middle balcony overlooking both groups then they will start attacking each other.

Maybe you have to get close to the balcony area and let some time pass before they start attacking each other.

Yea, I did the same thing.
They werent attacking each other so I went to that balcony and shot one with an arrow.
They killed each other and then two came after me lol
