Insane Skipping / FPS Drops (In The Wild)
I'm not using any mods, nothing fancy. Just the game on "Ultra" settings but I get an insane amount of stuttering and skipping when I'm playing. I get it even if I sent everything to look like paste on "Low" settings.

CPU: Intel i7 3370k Ivy Bridge 3.5 GHz (3.9 GHz)
GPU: NVIDIA EVGA Geforce GTX 660 Ti 2GB
RAM: CORSAIR Vengance 16 GB (4x 4GB)
PSU: CORSAIR HX Series HX750 750W
MB: ASRock Z68 PRO3 GEN3
HDD: Seagate Barracuda ST1000DM003 1TB 7200 RPM
OS: Windows 7 Home x64 Premium SP1
Driver: 331.65

Obviously if you look at my specs, I can pretty much run anything on Ultra and get nothing near the problems I'm getting now, so I'm wondering if I missed a memo on what .ini setting to change or what grapgical setting is doing this. All help is appreciated. Thanks.

Have you tried the Oblivion Stutter Remover[oblivion.nexusmods.com] ?

Works for me (in conjuction with a good few other patches and tweaks I've added).

kinda dumb question, but have you tried reverifying cache, or deleting the .ini files in my documents folder, or even defragging your hard disk? Most of oblivions files are in .bsa archives, so if one of those archives is fragmented/corrupted everytime it is accessed the game will stutter. Also, i sthe stuttering utterly random, or does it happen in conjunction with something else? just your specs really dont give us any indication of what would be wrong, although, you dont have a sound card listed, try disabling audio and seeing if it still stutters. If so then it likely isnt the soundcard, if it doesnt then disable any extra codec packs and see if it still stutters. If it does, try the "quiet feet" mod

I dont mean to sound Dumb but dosen't having a high fps fix stuttering. I haven't been PC gaming for more than a few months im still learning?

No, technically it can cause more, although you have givne me another possible cause. If the OP is still paying attention to this topic, Try forcing your monitors refresh rate to 60hz and see if it fixes it. I remember gamebryo having issues with certain monitor refresh rates.

No, technically it can cause more, although you have givne me another possible cause. If the OP is still paying attention to this topic, Try forcing your monitors refresh rate to 60hz and see if it fixes it. I remember gamebryo having issues with certain monitor refresh rates.

You Mean like the 64hz bug in fallout new vegas?

yes, although it could also happen with old CRT monitors or really, anything with a non-standard refresh rate.

Sorry for the late response, I am still paying attention. I haven't tried the stutter remover yet, my audio card is Realtek High Definiton Audio (I think), and my monitor is 60Hz / 1080p. Asus VH238H Black 23".

Yeah, I would reccomend disabling audio in the .ini and seeing if that fixes it. Aside from that the only thing I can think of that may be causing your issue would be corrupted files or maybe even your hardware being too new, sometimes that causes issue with older games. I doubt thats the issue however. Based on what you've said it seems like its an issue with either the audio, or something isnt goin right when its loading stuff into your ram/reading your HDD. If you stand still in-game for about 30 seconds does the stuttering stop while you are idle?

If it does then maybe downgrade or upgrade your sound devices drivers.

I have the same card, and all my monitors refresh @60Hz (although I only have the game running on one) and don't have the stuttering that you seem to be experiencing.

I'll play around with a few things. To clarify, it seems to happen more and more, the faster I go while running. Standing still isn't s problem. Walking -> Happens a bit. Running -> Happens more, On Horseback -> ♥♥♥♥ me.

It sounds like what you are talking about is the choppiness you experience when the game is loading an area. That is one reason it becomes worse the faster you go. It is because the game is loading areas more quickly.

It is not as much of a problem in dungeons because you load a smaller area and it is only once. The outside world is huge and although you are not zoning in and out of a cave or a Fort your game still needs to load or process areas.

This problem is much more noticable when you are using graphics mods like Qarl's texture pack.

I am not sure exactly what the problem is or if it can be fixed. It may have to do with how much ram Oblivion uses. Maybe there is someway you can make Oblivion use more ram.

okay, that sounds like you are complaining about the normal frame drops when the game loads new land. Thats normal. Max your viewdistances to reduce how often it has to load new stuff, and you should have fewer hitches. Taking it a step further, there are settings in your .ini that can force it to load even more than what the ingame settings allow, but may cause some instability.

@ OP, I have a similar spec rig, with around 140 mods running. HDR with 16x Q CSAA etc... and even with the huge FPS hit that the Better Cities compilation brought, my game runs smooth and is more stable now than my original Vanilla install.

Have Qarls (full) and Bombrets SI (full) running along with a good few other texture replacers. Check (and like) my screenshots if you want.

Yes, I have had to do much to make this work, message me next time we're both on at the same time if you want and I'll detail what I have done to my game if it's any help?
