There may also be software from your mouse manufacturer that lets you change the mouse speed or DPI at the driver level, independent from the mouse sensitivity in Windows settings. You could lower that and then increase your windows mouse sensitivity to compensate. Oblivion uses raw mouse input so the Windows setting wouldn't affect it.
