Open up developer console with `, type in fov #, then hit enter. Replace # with your desired value; default is 75. Sadly, attempting to change the FOV in Oblivion.ini located alongside your saves will mess up the UI. With the console method, you sadly have to manually change the FOV every time you start the game and whenever you exit dialogue mode.

If you wanna use a mod to change the FOV, I recommend using FOV Modifier or something similar. Don't use Oblivion Display Tweaks because that crap doesn't really work (at least for me) and it does stuff that Oblivion Stutter Remover and DXVK already do (and much better too).

Changing your FoV via the console will automatically get reset any time you enter/exit third person mode, among other actions that will reset it. There is a mod that lets you permanently change it though. I play at 90 which is just right for this game imo.
