No you can't enchant shield or armor with disintegrate which is only a weapon enchantment.
If you have the Shivering Isles, the Madness Shield can be enchanted with reflect damage using matrices, but other than that the only thing that adds protection is elemental shield effects using Sigil Stones obtained from Oblivion.
At level 17 you can enchant armor or a shield with 25 points of fire, frost, or shock shield. This will improve your defense and protect you from the specific elements.
Other than that the best shields are all obtained from quests or from Ring Leader leveled equipment.
The best Shields in the game are all heavy shields. Here is a list if I am remebering them all.
Heavy Shields
Escutcheon of Chorrol - reflect damage 35% at level 25.
Lord Kelvyn's Bulwark - Health 45 pts, Block 17 pts, and Endurance 10 pts.
Madness Shield - reflect damage 10%
Spell Breaker - reflect spell 30%
Valdemar's Shield - reflect damage 6%-10%
There aren't many good light armor shields.
I would say Mirror Shield is my favorite. It has reflect damage 8% reflect spell 14%.
I usually always use a heavy shield until Light Armor Skill is at 100 and then I use Mirror Shield.
Where do you find Sigil Stones??
You have to begin the main quest.
You were given the Amulet of Kings in the beginning. Take the amulet to Jauffre in Weynon Priory who will tell you that you need to go to Kvatch to find Uriel Septims Heir. Go to Kvatch and talk to Savlian Matius. Go talk to Martin in the Temple and then close the Oblivion Gate.
Once you close the gate other gates will begin to randomly appear throughout Cyrodil. You will receive a random Sigil Stone every time you close a gate. The Sigil Stones are leveled so you will receive different enchantments based on your level.
You can also enchant items using Altars of Enchanting with Soul Gems.

What about other stones?? I came across these glowing stones in dungeons, Welkynd stones I think, maybe misspelled... and another called... Varla, which this one is 1000 gold value, but I hanging on to 2x of them, figure they have some valuable use to them. The Welkynd's are only 50 gold, but I discovered can be used to charge 100% magika no matter how empty I am, they're only 50 gold value.
Just carious about the Varla Stone and if they'r any other fancy stones I can find around Cyrodiil?
One stone will recharge everything enchanted you have at once??
Is that an Elvin Ruin on picture? I marked it with arrow, it name is Rielle. So anything on map with that Icon is an Elvin Ruin? I understand not all may have that stone, I just wanna make sure I am considering the right Icon.
I expected more. How can I increase the effect of enchantments? Does it come with a level of a skill?
Also only allows one bonus, not two. I have weapons with multi bonuses, but objects only limited to one... is this always so??
