Report a translation problem
The exact cause of the problem is unknown to me, but occasionally something happens in the game that causes certain zones and certain NPC's to become corrupted causing CTD when trying to enter a zone or during conversations with the specific NPC. It also happens in the open world sometimes when running near a certain area and the game will always crash in the same spot.
Unfortunately there isn't much that you can do to fix it that I am aware of. Your best bet is to load an earlier save before you entered the Shivering Isles do everything again.
You can also try leaving the Shivering Isles, quit the game, open Data Files and uncheck Shivering Isles. Relaunch the game and load your save which removes the Shivering Isles DLC completely. Save your game again without the DLC present and exit the game. Reenable Shivering Isles in the Data Files and relaunch the game. The Shivering Isles will be reinstalled and in an unexplored state. You will have to wait for the door to open and do everything again.
Alternately if you just need to enter to speak to a specifc NPC to purchase items or for the main quest, you might be able to use console to teleport the NPC to you. If the NPC is the cause of the CTD it may crash the game.

Sorry for my delay. It's been quite some time but as I recall, the response from Omgwtfbbqkitten did work - I loaded a save from just before I entered the Shivering Isles and was able to continue.
Right click on the game, properties.
Go to the DLC tab, uncheck the "oblivion game of the year DLC"
Wait for it to do some install/uninstall action.
When its done, recheck it and wait for it to reinstall.
Load your game back and see if that worked.
I was able to load up the shivering isles without the crash to desktop.
