The damage rating of all weapons will increase as your skill in the weapon type rises, up to the maximum of the weapons actual stats.
Because I focus on Blade early there were several times when I reached level 25 and went to get the Rockshatter mace only to notice that the base damage was not correct. I thought my game was corrupted and eventually figured out that it was because my low skill was handicapping the weapons actual damage rating.
Another problem you might experience is that sometimes the base weapon damage is near what it is supposed to be and you think everything is ok. Then when you are looking at the weapon later you will see the base damage dropped. It is some kind of glitch or something. The damage of the weapon is correct sometimes when you first get a weapon, then it gets changed a while later because of the skill calculations.
No, it isn't health related.
I mean you receive a new weapon from a quest or from a dead body you take note of its base damage. Then you later go to equip it and notice the damage is not the same as before when you never used it and it's at 100% health.
This has happened to me often with the Umbra sword having its full base damage when I take it from Umbra's body, then I notice later that its damage has dropped and it is still at 100% health.
