If you are using custom mods that use companions such as CM Partners, CompanionNeeshka or variants such as Emma Watson or Companion Vilja then yes you can. You can select can I check your armor while in the menu after talking to the NPC. Then you trade them items like you would storing items in a container and they will equip the items.
If you are talking about other vanilla NPC's that accompany you on quests such as Modryn Oreyn, Viranus Donton, and others than the answer is no not by using normal means.
You can however equip any NPC is the game with any armor using console by adding armor and weapons directly into their inventory and they will equip the items after you zone. Sometimes you have to force equip them or remove their normal items.
The easiest way to give these vanilla NPC's armor is to add the spell "Greater Bound Armor" which requires Spell Tomes DLC, to them along with High Elf magicka so they have enough magicka to cast the spell.
Open console and use your Mouse to target the NPC.
then type into console
addspell 00047adc
addpsell 000c7627
Then whenever the NPC's enters combat they will cast bound armor on themselves.
I downloaded Armour of Hades from the Nexus and then manually changed the files so bound armor would look like the Armour of Hades. Of course you don't have to do that, the npcs will just use have daedric armor when casting bound armor.

I gave those spells to Glarthir and also gave him a summon spell with an enchanted weapon so I could watch him battle the City Guards after I reported him. It was fun to watch.
Yeah you can, but you can only reverse pickpocket weightless items to them like Black robe and hood. You can enchant them with shield or shock shield effect before you give them to people.
You can also use the item duplication glitch so you can clone multiple enchanted black robes so you don't have to waste time enchanting each one.
If an NPC lacks leg equipment, but is wearing a cuirass, they can wear both a robe and a cuirass at the same time. You usually have to remove their leg armor or clothes to do this, but the NPC will have the defense of the cuirass and the shield effect of the enchanted black robe for a huge defense boost.
Just out of curiosity why are you trying to equip NPC's?
What about non-Quest related followers? Like mage apprentence after finishing Mage Guild, and whatnot?
