I can tell you how I got mine to work and the problems I had.
First i'll explain installing the mod.
I use OBMM so my experience is limited to using it.
Download the 3 parts of Better Cities. You should have 3 zip files.
Open OBMM and click create, then click add archive, and then direct the add archive to the Better Cities Primary resource zip which is the largest file.
Wait a few moments for it to do what it needs to do. After some time a window will pop up about the folder containing esp files. Click YES, then a second window will pop up about omod conversion data click YES again. Once that is done Click create omod.
Repeat that process for the other two remaining Better Cities zip files.
From here is where it gets tricky.
You should see 3 Better Cities listed on the right side in OBMM. Highlight one file at a time, probably best to do it in order of file size, and activate the files in succession using the Activate function.
I am going from memory here so I may not remember everything, but during the Installation process there is a point where you are given a few choices about what you want to use.
The most crucial one I think is the one that asks if you are going to use Open Better Cities.
I selected No and while ingame I selected Open Better Cities which caused a problem for me.
Open Better Cities places all Cities except the Imperial City in the open world rather then them being in their own zone, which means you can climb over the city walls and go into the forest without requiring zoning first.
If you intend to use Open Better Cities I think you have to specify it during the installation process or using Open CIties later will not work and might cause problems.
Once you decide and choose the correct options, Better Cites should be installed properly.
I didn't want to install everything a third time so I chose to leave Better Cites closed to avoid any problems. I was crashing while in Bravil with Better Cites open ingame but not specified during install.
Now if you specify not to use Open better cities everything should work fine as long as you don't use the menu to open the cities.
If you chose to Open Better Cities during install then before you exit the Prison Sewers you will be prompted with Better Cities Settings.
I leave everything OFF, no wall archers, and no Open Better Cities.
If you selected Open Better Cities during install then you can Open the cities you want and adjust the Wall Archers.
Hope this helps. Let me know if you have any questions or have any problems.
I use Wrye Bash, so don't know much about using OBMM, do you not still have to make a Bashed Patch with Wrye Bash if you use OBMM to install it ?
I have four parts on my install ?
You are quite right here. On my install I opted to instal / activate Open Better Cities, and then , in-game, not enable it for any of the cities.
The mod itself works better and gives more content with this installed regardless of weather you use / enable it in game.
I have everything on except the flooding in Leyawin, I also went for the full install with no redimization (full content with full detail and full LOD).
Granted it brought my game to a standstill FPS wise + CTD for a few days, but after patching a bunch of dll files with CFF Explorer and some ini tweaking the game now runs fine and has done for some time now.
