Report a translation problem
You should install the DarNified UI mod and see if it helps. Darnified will make all the icons and fonts smaller. I use the large setting and it is still smaller then the default font.

Pay no attention to the Imperial face as my character save1 is female. I loaded the save and changed her race so I could take a screen shot of the Imperial male description for comparison and it is using the facial dimensions of my character. I am using Oblivion Character Overhaul too.
After you reinstall the game, if you have enough hard drive space I recommend making a backup of the data folder to make it easier to start mod installations over again if necessary without needing to redownload the files. That is of course if you plan to use mods again after you reinstall.
I've basically deleted everything (Including the ESM/ESP/BSA files installed by mods) except the original BSA/ESM files, BOSS, OMM and OBSE. Then I told Steam to verify the integrity of the game cache. This process saves me downloading 7~GB of data.
To answer your question, the original files shouldn't be manipulated by mods. The only way to alter them is using the construction set. All the original files should remain intact.
However I am not completely sure about what happens when adding meshes and textures that don't come with an ESP or how they may affect the original game files if at all.
It started with just improving the graphics using Qarls texture pack, oblivion character overhaul, and changes to landscapes, and sounds, but I went with more dramatic changes recently since I have over 1700 hours played in Oblivion and just wanted a new experience.
I am pretty new to the DarNified UI. I just installed it a few days ago and it took alot of getting used to seeing such small looking text and icons, but I like being able to see more equipment and items on my screen while looking through the menu without needing to scroll as often to find things. I think I have finally adapted to the change.
