1) put a copy of steam.exe in the game's root folder (no shortcut, real copy)
2) remove the oblivion.ini from documents folder

windows comes with default security settings. neither steam nor the game installer nor the game make any changes nor bypass whatever antivirus, security settings, folder permissions, running programs you have on your system. up to YOU to manage all that for this game and any other game/app you install.
game launcher needs to create folder
Documents\My Games\Oblivion
folder should contain files BlendSettings.ini Oblivion.ini RendererInfo.txt
after game launcher runs and you set your graphics settings
and after game starts your Saves folder.
if these folders/files are missing
check antivirus log? might be blocking game/game launcher.
check windows security/controlled folder access.
if on add exceptions for game launcher/game.
running Windows One Drive? One Drive moves files out of the Documents folder.
Windows One Drive was released in 2007. VERY many websites with
tutorials/manuals/movies/youtube videos written by experts devoted to
One Drive/synching files/using steam, etc. if you use/need One Drive
consult a tutorial/manual/video and learn how to exclude folders, leave
a local copy of the data, or other options.
if you do not use/need One Drive, disable/uninstall it. One Drive moves
files out of the Documents folder and may affect another app/game.
check windows event viewer and also windows reliability history.
might be a game crash event or system related problems.
mods? mods can cause all kinds of issues.
run game launcher from game folder .exe and NOT from steam library or an icon.
sometimes an error msg (missing library) appears not hidden by steam
laptop? make sure game is using dedicated graphics card
and not motherboard graphics.
try steam verify game files at least?
open a command prompt with admin permission and run these commands to check windows system files
game released in 2006. for 2006 hardware.
