That's very strange. I believe you're the first person to encounter this problem. Have you tried verifying game cache integrity? Also are you using any mods? Which version of Oblivion do you own on Steam? Deluxe or Goty? Posting your specs could also help.
im not using any mods, i have the goty edition from the anthology and my specs are:
AMD fx-6300 at 4 ghz
16gb of ram
amd radeon r7 200, i believe.
im not entirely sure about the game cache bit

Right click on your game in the library, then click on properties, then click on local files tab and then click on verify integrity of game cache. Also if you still don't solve the problem I'd like you to give me your saved game file, so that I could try entering the imperial substructure myself.

Did that help at all?
im running into the exact same problem? and did all that already
i went through customer with support with Bethesda and they told me to run Oblivion in compatblity mode and it worked for me. they also said to run it as an administrator. both of these can be found in the compaptblity menu if you right click on the oblivion icon

I run it off steam and even as a desktop icon there is nothing relating to compatability mode

if you right click on Oblivion in your Steam library, go to local files and view local files [or something along those lines] it will take you a folder where there will be 2 .exe files, oblivion.exe and oblivionlauncher.exe. right click on them and go to properties and you can go to compatabillity mode. try either of them 2 in compatablity mode and see if this resolves your issue.

Let me elaborate on the problem. It started fine, I created my first character and achived a lot but decided that it wasnt an ideal skillset for what i used so i decided to create another character. Only after i decied and created a charater did this problem occur. I tried to retrace my steps to see fi i had maybe done something to have cause it but can think of nothing

Edit 1 I did try to run in compatibility mode and it still refuses to run I'm using windows 8.1 and there is only a windows 8 compat so thts what i went with

Edit 2 And rather out of curiosity, does anyone know why ive gained random spells. Ill start the game up and load a file then it sounds like a sort of spell being cast and then i have illuminate an absorb magica spells

There is a glitch when using quick load. Sometimes you will learn a random spell.

Frost you didn't install any mods afterwards? You could delete the Oblivion.ini to see if that helps. Reinstall the game maybe? Verifying the game cache integrity?

I have verified the cache integrity and that is good and i have not installed any mods, including language. I've just stuck with the base game and it seems to have developed randomly. I have planned on buying the Elder Scrolls Anthology so i will uninstall this steam version and install the one provided in the set and see if that is better for whatever reason

When it comes down to problems like this its best to solve them. Verifying the game cache integrity a couple of times over could be worth a shot or reinstalling the game. Did you try asking about this on the official forums?

No I have not and I have reinstalled it serveral times i will go and verify the cache a few as well
