Find iFPSClamp=0
Change it to iFPSClamp=75
This may or may not fix your speed problem.
Bethesda's engines are meant to be locked at 60fps because the physics and game speed are tied to the framerate for some reason. Anything above makes the games go insane. 75hz/fps work pretty good?
I don't remember any obvious issues in Oblivion while completely uncapped.
by default, commands are processed every frame, which for most functions is okay. But for movement and ♥♥♥♥ like that?
