Changing controls - scroll wheel?

I pretty much never use the third person view, so I changed my middle mouse button to instead cast spells. However, I found doing so would still occasionally switch me to third person view. I finally figured out it was because moving the scroll wheel still controls camera zoom and automatically switches to third person to do so. Is there a way to disable this? I don't see anything in the in-game menus, and a guide I looked at for modifying things in Oblivion.ini only mentioned buttons 1-5 as far as changing mouse controls.

I did try changing my mouse settings so the scroll has no effect in Windows itself, but that doesn't make a difference in Oblivion.
