When I go to do The Shire of the Crusader quest Sir Amiel's body isn't there. His sword and shield are, but no body. How do I fix or get around this issue?

Hmm his body may have fallen under. You can use the console command TCL so you can go under the ground to fish for it.

Otherwise you may have to use console to put the book and ring into your inventory.

I've tried using the console but I'm unsure what do to for the XX part of the item ID, I counted the esp file number in my mod load order but that didn't work

If you use OBMM or TES MODMANAGEr or Wyre Bash etc..
These MoD tool tells you each Active MOD form ID that you mention XX part.
