I think Oblivion's killing guards / get bounty system is flawed
So I had to kill Caelia Draconis in one of the Dark Brotherhood quest. I found her at the TOP FLOOR or Three Sister's Inn, and there was no living thing present except for me and her.

I went to sneak mode and nailed her with a single arrow.

Then immediately after I exited the inn, some dumb ass guards coming running from like 2 blocks away to arrest me for a bounty of 1000 (ie murder).

WTF???

She is the Captain of the Guard, of course you will get a bounty for attacking her.

Tell her you are going to kill her and run into the fighters or mages guild if you're a member of either. They will kill her for you and you will not get a bounty.

Yeah that's what I've read this morning on Wikia.

But still, if on one saw me committing the crime, captain or not, she would have no way of informing other guards. This defies logic, don't you think.

I ended up running back to the Doyen at waterfront to get rid of my bounty for 500 gold.

I wonder if things are any improved in Skyrim.

Or does Skyrim needs an "unofficial patch" that fixes 1700 bugs, too?

There are inoffical patches, but the ai is better
But cows can be dangerous

I tried that target a couple of times. I could not kill her with a single arrow, the poisons were all damage over time. So without an instant kill I think she was basically reporting the crime herself. Very annoying. Invisibility didn't help because it's dispelled the instant the arrow leaves the bow. So I went back home (two blocks away) and made some chameleon potions, got some chamelon gear, and finally managed to kill here without being detected.

It was a pain.

I'm able to nail her with a single glass arrow, instant death, instant notification of quest update, yet I walk out of the door and guards come after me.

♥♥♥♥. I should just go on a guards killing spree.

Not a bug or a design flaw.The lore says that the Cyrodil guard are trained in the ways of the law, and can sence any disturbance in law no matter how far they are.

I waited until level 20 to start the Dark Brotherhood quest. When it became time to kill Caelia Draconis, I pick pocketed all of the food she had on her. I followed her until she went to her room at the inn and waited till she left, then I entered her room and stole all her food and left a few poison apples behind. Then I left her room and rented a room at the same inn and slept through the night. When I woke up, I waited till she returned to her room and waited in the lobby until I received the notification that she was dead.

This trick does not work all the time because eventually all the food you stole just might respawn while you are waiting, especially if you leave the inn.

I stole all the food in her room, then waited for 3 days, to no avail. So I just nailed her with an arrow and paid 50% of the bounty and called it a day.

Relax, I'm not saying you are BSing. I'm saying this "special ability" of the guards is BS. They are not mages, there's zero chance they'd be sense a "great disturbance in the Force" lol.

The AI is like this in most Bethesda games.

As in Fallout 3/New Vegas, if you kill two people (one after the other) then your reputation will decrease with the respective faction despite the living not being around to witness your crimes.
