Any easy way to increase running speed? Permanently?
Hi! I really want to enjoy this game, but my character runs so slowly in heavy armor. Is there any way, not counting the running skill, to increase my speed running and on horse?

If you don't mind cheating there are several cheat mods that allow you greater speed. My favorite is Nelson's Shop, which is a shop in the Waterfront District that sells a large variety of cheaty spells, including 3 speed spells, all for 0 gold. This way you can "toggle" the speed off and on by casting the spells. You can find the mod at Oblivion Nexus.

The best way to increase your speed in the beginning of the game is to use console to create these two items.

Here are the items and console commands.

Acrobat's Amulet

player.additem 00098457 1

Ring of Skimming

player.additem 00098456 1

You can also use the Construction Set to easily modify existing item stats to add speed and athletics to them.

I have used the CS to modify Arnora's Amulets, Arena Armor, Namira's Ring, and a few others to also include some speed and athletics on them so you can run faster after completing a few easy quests.

If you don't want to cheat, one thing you can do to run faster when using heavy armor is to use the shortcuts to unequip your body armor when travelling and re-equip it when in combat because weight of armor affects your running speed.

Another thing that works well is to go to Bravil or other safe area with water and equip something with permanent water breathing. Then set autorun while under water and go AFK while your athletics skill rises, saving occasionally.

I usually do that while taking a break from the game to get my athletics skill up while I eat or watch TV.

Playing the game (walking around) will increase your walk speed. Or at least, that's how it worked in Morrowind. It'll take a few hours or so. You can also pay trainers for that if you're desperate. It really shouldn't be a problem, what with the fast travel and horses.
