Quest Award Items level up with Player Character.
Not only do you get a weak shield at level 3, but you also lose access to the the second strongest low level sword in the game.
The Honorblade of Chorrol is an ebony sword with high durability. You should keep the sword until level 25. It is weightless and second only to Umbra until higher levels when daedric swords surpass it.
Load a previous save and don't turn in the Honorblade until level 25.
The first thing I do in Oblivion is quest for the Honorblade because it is strong for low level players until you get Umbra and even then you can't repair Umbra until you get your armorer skill to level 50, so having the Honorblade still has its uses since you can repair it for armorer skill.
Also I'm really low level because I heard that level 5< kvatch becomes a nightmare.
First off while it's not an important detail the Honorblade is a silver longsword and yes it is very useful on low levels. I personally avoid abusing that when it comes to quest items, since they are weightless. It's gamebreaking for me.
While people will always claim that it's a bad idea to sell the Honorblade, that's what I did with my last character. Selling the shield itself could be yield more money, but not all merchants have enough gold to pay the player. Then again the shield is worth keeping.
Well Kvatch is actually more boring if you're below lvl 10. Above level 20 it simply gets more difficult.
Like the first post said, your skill is way too low to be expecting the max armor rating from the item yet.
Anyway there is NO BUG.
Nothing is INCORRECT.
