No voices
Recently I have been installing mods and as a result I cannot hear anyone talk. I can still hear the music and everything else but everyone is quieter than a mouse. I have uninstalled any mod that alters audio in any way and I have verified the integrity of the game cache. Nothing works. I've looked all over the Internet to find some way to fix this and nothing works.
Steam says it's fine but clearly it isn't.

Help.

What mods did you install initially? Also go to My Documents/MyGames/Oblivion folder and delete your Oblivion.ini file. This could fix your issue. The best method would be to completely reinstall the game from what you've said.

Are you using any audio enhancement programs that change the sound environment?

I use an audio program that when in use makes it hard to hear people talking when you are looking at them, but when you turn your back to them you can hear them.

I have to disable the program when playing either Oblivion or Skyrim or I can't hear what people are saying most of the time.

It probably has something to do with how sound is processed in those games, so if you are using something that modifies the sound field it is probably causing the problem.

Disable 5.1/7.1 and set your speaker configuration to Stereo sound.

I'm having the same problem, except I just started the game (not new to the game, just haven't had it on this computer) and I haven't downloaded any mods
