encountered an old bug with unofficial patch installed ? Deepscorn Hollow

I fast traveled to the deepscorn hollow DLC house, entered through the underwater log, read the journal and was qued for the next part , buy all the furnishings from Rowley at the Wawnett inn outside the imperial city.

So I go to Rowley and he has items to sell but none of them have anything to do with the DLC just 2 enchanted random armors and some normal weapons.

What do I do?

I have the unofficial patches installed and this bug still happened. I tried entering the console command to set the condition to move on the quest, but its already been triggered but of course I still cant purchase from the NPC

I have no idea what's causing your problem. I don't think the mods that you're using have anything to do with it. Did you try visiting the shady merchant with a new character? Just to see if he has the items or not.

yes the problem persisted with a brand new character as well. Unfortunately it would seem the only solution may be a reinstallation of the game.

Same happened to me and I also have the unofficial DLC patches. Rowley Eardwulf is sitting outside the Wawnet Inn as indiciated - but does not offer upgrades for Deepscorn.
Deleted DLC, reinstalled - issue persist.
Then I decided to leave it at that, and continue gaming.
During a gameplay, I found myself outside the "Wawnet Inn"
Do not remember why I went inside - but I did, and upon entering the Inn, I found dear old " Rowley Eardwulf" sitting inside, behind the wall - I talked to him and to my amazement I found all the upgrades listed amongst his barter items.
Waited until day - returned to wawnet inn - Rowley Eardwulf sitting outside - checking his barter items - NO upgrades.
Waited until night - saw Rowley Eardwulf go inside the Wawnet Inn - he sat at a table - talked to him - now he did not even had the barter option available - only the persuade icon and exit icon where available.
Waited some more, and he went to sit at his other spot, behind the wall on the stairs, approached him - and again, all upgrades for Deepscorn where available amongst his barter items.
Considering the theme of the Deepscorn Lair and the fact that Rowley Eardwulf was a former member of the Dark BrotherHood only then did I realize that these may be the reason why the upgrades in his barter list, for me at least, only appear during night time.

Hopefully this will be the same for your gameplay.

And yes, its 2019 and I still play freaking oblivion and I dont care :)

To add on Inquisitor Toth's point: Rowley has to *sit* not stand on the stairs. I was playing with the unofficial DLC patch and he was not selling me the items, despite being on the stairs. In order to make him sit there, wait while he is eating some time before 11pm. At 11pm he will get up, move to the stairs and sit down.

Try loading Deepscorn Hollow after all those mods. Perhaps you have a mod installed that alters that NPC. Also move the unoffiial patch for that DLC after the DLC.
