Level 50 is generally the cap, but it is a softcap that can be easily broken depending on how you choose your major skills at character creation amongst other choices.
Level 80 seems impossible unless you spend alot of time in jail to lower your major skills or use some kind of uncapper mod.
Are you sure you aren't thinking about Skyrim? The original level cap was 81 before the Legendary Edition came out.

You should be able to do so easily. If you are worried about it, just do a little efficient leveling to make sure you get +5 bonuses on attributes at level up a few times early on when it is easiest to do.
If you want to reach a higher max level, don't use major skills that are part of your specialization or racial bonuses. Those bonuses that are added to your major skills will lower your max level.
For instance in order to reach the max level, you want all your major skills to start at level 25. If you receive a 10 point bonus to a skill from your racial bonus or specialization, that level 25 skill will be level 35 and since 10 skillups in major skills is one level up, you will not be able to gain one full level.
If multiple major skills are over 25 that is less levels you can max out at.
Of course it doesn't matter very much because by level 30 you will likely be over-powered anyways.
Raising skills above 100 doesn't have any effect.
You can break the 100 cap for skills and attributes by using the Oghma Infinium when your skills and attributes are at 100 or by using the felldew exploit.
Raising attributes over 100 has minimal effect.
Stength won't make you do more damage, but continues to improve your encumberance. Intelligence still gives you more magicka, speed still makes you run faster and Endurance will increase your health and fatgue etc.
You can do that anyway, it doesn't matter what your level is. I'm pretty sure some bored soul has all skills maxed at level 1 just by refusing to sleep and grinding skills a lot.
There are specific quests to unlock master trainers for each skill. Your character level still doesn't matter though.
Do you mean by purchasing skills from trainers? Yes, that is limited to five times during each character level.
Many skills absolutely do not need paid training though. IMO it's best saved for the real problem skills, like restoration which levels something like ten times slower than other magic.
