Although I use "Really Textured Normal Maps for Vanilla" as a base (I install it before) for the next pack, because the next one makes everything look impressive, but it doesn't cover all the textures that the last pack does (that's why I use it as a base):

"Qarl's Texture Pack III" is for high-end systems with videocards with at least 1 GB of RAM, but if you think your system can't handle it, or doesn't run too well, you may want to check this one instead:

"Qarl's Texture Pack III Redimized" uses the exact textures as the last one, but were reduced a little in quality (visually almost unnoticeable, except for some pixelation here and there) to keep the game running more lightly than using the original textures.

You definitely want to add Oblivion Reloaded to that list.
Your best bet is to look up the Oblivion STEP project and go through the texture mods it recommends.

oblivion reloaded can however give you a fps boost by using one of its many functions.
