Steam Overlay Not Working in Oblivion Despite Trying Many Fixes

I recently downloaded Steam and Oblivion to my new computer and, when I open it, the gameoverlayui.exe simply won't load. I've tried everything from advice I could find: removing the firewall, running steam and the game as administrator, re-installing the game, re-installing steam, removing any programs that could potentially interfere with it, toggled the on/off buttons in both the Steam In-Game settings and the individual game properties, and tried to directly launch the program by itself both via the shortcut and directly via the Task Manager (while steam was already open). Simply nothing is working. Perhaps there's a default program I'm missing that should be removed?

For reference: I have a Corsair Vengeance; Intel i7 Ultra 265k; 64-bit operating system, x64-based processor; Windows 11 Home. I can't for the life of me figure out what the issue is. This is a brand new PC and Windows/Steam is fully updated. Any ideas would be greatly appreciated!

i'm on Windows 11 Home 23H2 and i don't have such an issue. are you on version 24H2 by any chance? of course, i'm using an older Intel CPU (Core i5 9300H), so that could explain why i don't have the same bug as you.
