Snak Gra Bura wont give me a horse, or horse armor.

At the start of a new playthrough I went to the stables to ask for my complimentary free nag horse and armor. When i asked for steel, elven, she would always reply "Here you are just like I promised. Thanks again for the help" and never give me the horse+armor. Even after I've completed the main quest and coming back with my purchased white horse, she still says that line. Is this a bug?

Do you have the Unofficial Oblivion Patch, as I believe that fixes the issue.

According to wiki for this quest OP should also install OUP DLC patches as it is not enough with the main OUP patch.

After you get the armor and buy another horse can you get more armor for your new horse? I tried and it didn't work. Something wrong or is that how things work?

As long as you bring the new horse with you, you should be able to have it fitted with armor, or have the armor style changed if it's already armored. You do, however, have to pay for the service after the first set.
