The Elder Scrolls IV: Oblivion Game of the Year Edition (2009)

Enchanting the start of game shackles
So I read today that some people have been saving the prison shackles you get at the start of the game and then enchanting them. Sounds like these are like the only bracelets you can wear.
I was wondering if it's technically possible to return to the sewers you left at the start of the game and head BACK to your cell and pick them up off the ground if you left them there.
I read that we can find them in a couple other places but I'm pretty sure I left them on the ground somewhere in the sewers so I kinda wanna go back for them now that I realized we can enchant them.

you should be able to, i think its dependant on how long you've exited the cell, i think everything kinda resets if you trigger the dark brotherhood quest that has you go in there, but tbh you're probably just better of spawning them in

Ah I don't want to cheat that way to get them but it would be nice to find them again.
I suppose it has been a while since I was in the cell, but there might be some laying around in there I'm just not sure if I can get back in there again I have never tried.

Depending on where in the sewers you left them, and how far you have taken the main quest, you *might* be able to go back and find them.

The sewers map has points where you jump down a distance further than you can jump up, so you can't backtrack past those without cheating (using a console command to fly) or finding some glitch that will let you climb those walls. I believe the last one of these is when you come out of the goblin caves and jump down to join the emperor and his guards, so you should be able to get back to that room, but you can't get back to the caves or your original jail cell. Also, if you stashed them on a corpse, instead of dropping them on the ground, corpses get cleaned up after a few in-game days, so in that case you might be able to get back to where you left them, but find the corpse gone.

Once you have gotten far enough in the main quest (I think when you talk to Jauffre the first time), the door back into the sewers is disabled, instead giving you a message that the door has been sealed by the Imperial Legion. So you also need to have mostly ignored the main quest in order to still have access to the sewers. The guild quest later that sends you back in actually points the door to a different version of the map, so that won't even let you get back to a pile of stuff you dropped just inside the door.

The shackles are mostly useful for mage-types, in that they are the only enchantable non-armor hand item. If you are wearing any other armor, you don't lose much by enchanting a pair of gauntlets or bracers matching your highest armor skill, since you will already have a spell effectiveness lower than 100%. The shackles are only needed if you are trying to keep your spell effectiveness at 100% (usually in order to take advantage of the shortcut in the code that a level 25 target will work on anything, while a level 24.5 target works exactly as written).
Cells that you aren't currently in have a reset that happens after 3 in game days of not entering said cell. The starting shackles are long gone. Just add a set with the console.

There are others:

Two pairs are in the jail cell of Unearthing Mehrunes Razor.
One pair is in the cattle cell of Deepscorn Hollow.
The expansion Shivering Isles also adds another pair, found at the end of Dunroot Burrow where the Felldew Addicts reside.

All of the drop-downs on that path are actually traversable without using the console or glitches if you have a high enough Acrobatics skill and aren't overly burdened by whatever you're carrying, but it doesn't really matter since the door leading from the Sanctum (the part of the dungeon where the Emperor dies) back towards the prison is locked at the 'requires key' level and no key for this door exists in the unmodded game.

It also isn't really possible to reach your cell from the other direction; the door in the Imperial City Prison which 'should' connect only goes to the Dark Brotherhood version of the dungeon, and also has a 'requires key' lock.

Apparently there are multiple ways to get them without cheating so I prefer to not cheat
