they will update the original games exe to break the script extender, knowing there teams will be working on a new one for oblivion remaster. bethesda has never not broken mods.
I am assuming (from half information in the interwebs) that they will use OG Oblivion (creation engine/gamebryo) with UE just for graphics. In that case mods will work - and it is even possible that existing mods will continue to work (obviously not mods for things that the remaster changed).
If they used a newer version of creation engine it will be possible to mod, but existing mods will not work at all.
But right now we don't even know if it will use creation engine at all.
