I don't recall the guards ever attacking Umbra, since she is kinda passive and talks to you if you initiate the conversation. She only attacks you when you attack her, so as the aggressor I don't believe the guards will help you out.
I usually do some quest called Goblin Trouble. In some caves there are 2 factions of goblins at war that fight over some magical staff. If you recover the staff you can use it to kill her with it either from a ledge where she cant reach you, or by running backwards while you shoot her with it.

Personally I greatly prefer Shadowrend over Umbra, but Umbra is definitely the best sword you can have right out of the sewers. As for her armor, it's leveled...sort of. If you're under level 15 if will have Orcish armor stats, if you're over level 15 it will have normal Ebony armor stats. That's it.
