Oblivion (slow-mo) Glitch

So I've been playing Oblivion off and on recently and all of a sudden the menus/characters are all moving in slow motion completely breaking the game.
I've tried everything
-Reinstall
-Remove mods/Reinstall
-Scanned folder for unwanted stragglers
-Installed unofficial and re installed 4 GB patches
-Tuning off computer then turning it back on again
I even scrolling through the commands just to see if one of them could help. Nothing.

I'm desperate here. What the ♥♥♥♥ man.

NOTE: Apparently this is still happening to random people. Please any info on why its still happening and possible solutions would be great.

In your My Documents\My Games\Oblivion\Oblivion.ini file

Under [General] there should be a setting called fGlobalTimeMultiplier
Change that to fGlobalTimeMultiplier=1, save, and then you are done

That should work but if not. change it to 1.2. start the game, load your save, save. then change it back to 1. start the game, load your save, save.
