Since you are just looking for a vanilla Oblivion play through with stability mods and graphical improvements, then I would recommend the following. This is taken from Oooiii's Oblivion Modding guide on Nexus, which I recommend reading through https://www.nexusmods.com/oblivion/mods/49898. It is quite extensive, but you don't have to use every suggested mod. I didn't. Like you, I mainly wanted to stabilize Oblivion running on a Windows 10 rig and make graphical improvements for my play through. The order I list the mods is how I installed them.
You will also probably want to download and use the following tools: Wyre Bash - https://www.nexusmods.com/oblivion/mods/22368 -to install mods, LOOT - https://loot.github.io/ - to fix load order issues, and TES4Edit - https://www.nexusmods.com/oblivion/mods/11536 - to clean any "dirty" mods. xOBSE https://github.com/llde/xOBSE/releases/tag/22.1
xOBSE is an unofficially updated OBSE version. Click on the releases on the right and download the latest version. Copy obse_1_2_416.dll, obse_editor_1_2.dll, obse_loader.exe, obse_steam_loader.dll, and the Data folder from the unzipped xOBSE 22 file into your Oblivion directory. This is usually in your Program Files folder, and should contain files called "Oblivion.exe" and "OblivionLauncher.exe".
You may want to test if OBSE is working properly. To so, run Oblivion and save once in the game. Got to your Documents\My Games\Oblivion\Saves and their should be two saves, one .ess and one .obse file, for each save.
If for some reason OBSE is not running through Steam, just create a shortcut for the obse_loader.exe on your desktop and run Oblivion through that.

This is an anti-crash plugin which can be used in Oblivion. Download the main file. I installed it manually like I did with OBSE. After you download and unzip NVAC, rename the NVSE folder to OBSE, then copy it into your Oblivion folder where the OBSE folder is located. NOTE: You don't need the fomod folder.

Adds the ability to configure mods in-game through a config menu for those mods that allow it. Mainly got this to use with Better Saves.
I didn't use CTD and Memory patch ENBoost from the guide, which is optional anyway, because I feel CTD is redundant with some of the other fixes offered by the mods listed here, and I chose to use a different ENB for graphical shadows and lighting enhancement because Memory patch ENBoost doesn't really improve the lighting but just optimizes the memory usage.

Note: I don't use Blockhead because I am not using Oblivion Character Overhaul. I do recommend the stability mods and patches from the first post, though. I haven't experienced any bugs or CTD in about 12 hours of game play so far after installing them. Before I did, Oblivion was hanging or crashing at least once every couple of hours, sometimes more.
And you could just go for one of the texture packages to cut down on the number of graphical mods. Oblivion 2020 Retexture Project is a good one and it is one that the modder is actively working on and updating. https://www.nexusmods.com/oblivion/mods/49933

And the Mesh Improvement Project I listed up above touches on a lot of the odd and ends in the Oblivion world.
Even just using an ENB will make a big improvement on the look of Oblivion.

Yes. I do recommend moving Oblivion. Like you, I had Morrowind installed in my programs files folder too and didn't think it would be an issue with Oblivion, but I think it was one of the reasons I was having issues with CTD the first time and some of the mods not working. After reading and research to solve the issue, most guides I read suggest moving Oblivion out of your program files folder.
I just grabbed everything in the Steam folder and moved it to a Games folder I created out of the program files folder. Deleted the old shortcuts and created new ones, then restarted the computer.
