did you try completely removing/renaming the Oblivion folder inside "my games"?
i cannot think of anything else.
did you do any tweaks to change the documents folder location? (symlink/junctions)
did you try "repairing" your library folder? (Steam menu -> settings -> downloads -> library folders -> click the 3 dots [...] -> repair folder)
Also try ingame opening console and type saveini and enter.
If it does not work, then create a Oblivion folder in Documents/My Games/ copy the default ini from the Steam, Oblivion folder. Put it in Oblivion folder you just created, rename it to Oblivion.ini. Open the ini and change your resolution settings. Save and open game. Has the resolution been used?

As they say in the readme : "SaveSettings: Set to 1 temporarily if you need to change settings in Oblivion. Otherwise leave it set to 0. It's necessary for OR's Framerate Manager and a few other features." With ini open goto edit and find. Type in Save then enter, F3 to find next.
It should be there.
Otherwise it maybe ingame menu. "Enter the letter O (not zero) to open or close the menu. Use the arrows keys to navigate and + or - to adjust setting, and hit Return to save settings. Not everything is adjustable here, but it’s still very handy if you aren’t sure what a particular effect does."
Also apparently reading the description there is more than one ini.
You may need to re-download the presets that have the ini's in.
Maybe someone else has used this and can help more, because they do make it seem you should have set Oblivion settings prior to installation, which is why there should be a SaveSettings in the ini, just in case.
OblivionReloaded.ini is somewhere else. I believe you will find it in the OBSE\Plugin folder. Double check that read me if its not there.
