Need help with downloading and applying Pluggy(mod)

I'm fairly new to manual modding, I usually use Vortex, but Pluggy requires me to manually download it so I got so far as to get into winrar with it but I don't know which file to put into Oblivions data the two choices are OBSE_Elys_Pluggy.dll or DLX

In Data, there is a OBSE folder, within is a plugins folder. Copy the files from the zipped archive (you don't need the docs folder) and paste into the plugins folder. Make sure you already have OBSE installed.

Will this work if I downloaded OBSE with Vortex?

As long as vortex installed it correctly. It’s recommended not to use vortex with oblivion since many mods are not packaged in a way it understands. Using OBMM is pretty easy.
