Best Quest adding mods for Oblivion?

I know Skyrim has some huge expansion style mods like Falskaar, for example, but I was wondering if Oblivion had any mods that were semi lore friendly that add a lot of quests and content to the game. Thanks!

"Windfall" is really great if you haven't tried it already. And although not a personal favourite, a lot of people seem quite fond of the "Lost Spires" as well.
