Horse Armour Glitchy
When I speak to the orc lady after I say I want horse amour and a horse she says You've gotta be kidding me then I say I said I want horse. I'm armed, Then she just says jeez you drive a hard bargain and nothing happens...

Not sure.. but try to bribe her to make her like you that might help I think you have to have good relations to purchase a horse same with a house

The horse stands some meters away from the other horses when I did that quest. If not, try to install the unoffical dlc patch

NVM. It worked if you installing this http://www.nexusmods.com/oblivion/mods/45097/?.

Just copy and paste esp. file to the Data folder and you're done.
